最高苏维埃（俄语：Верховный Совет）的意思是“最高会议”或“最高代表大会”，它是苏联、苏联的加盟共和国、苏联的加盟共和国的自治共和國和蘇聯解體後獨立的一部分後蘇聯國家最高立法机关的称呼。在俄语中，也将其他国家的最高委员会、最高理事会、最高议会称为“最高苏维埃”，如共济会法国最高委员会（法语：Suprême Conseil de France，俄语：Верховный совет Франции）、乌克兰最高拉达（烏克蘭語：Верховна Рада України，俄语：Верховный Совет Украины）。
