西伯利亞高壓或蒙古高壓，是一典型的半永久性大陸反氣旋中心。由於海陸熱力性質差異的緣故，在蒙古、西伯利亞一帶形成大範圍的冷高壓，也因此，在冬季時大陆降温較快，海洋降温則較慢，歐亞大陸之大陆性气候明显，而東亞與太平洋為鄰，氣流自太平洋流向歐亞大陸，於是在該處形成一高壓區。西伯利亚高压是四个北半球主要的季节性大气活动中心之一，在1月份前後達到最強，勢力強盛可影響整個歐亞大陸，成為北半球覆蓋面積最廣的高壓。
西伯利亞高壓春季東移，盛夏時減弱消失。在其控制下的氣團屬於極地大陸氣團（Pc），冷而乾燥，層結穩定，以天氣晴朗為主。其於東亞向外吹冬季風，它的存在影响東亞顯著，使得當地冬季比同纬度地区更冷；而在秦嶺淮河以北仍屬極地大陸氣團，越過秦嶺淮河一線就會變性，成為變性極地大陸氣團（NPc），稍較濕潤。
