陳以信（1972年－），生於台灣雲林縣斗六市，中華民國（台灣），中國國民黨黨籍，曾任國民黨文傳會副主委兼任國民黨中央黨部發言人，2015年2月，接任總統府發言人。
生平
陳以信在台北長大，就讀成功高中時熱衷於演辯社活動。之後他考入辯論名校輔仁大學，但為了參加新加坡華語盃辯論賽（歷年全台僅有台大獲邀），大三轉學至國立台灣大學政治系。惟由於輔大歷年表現突出，翌年主辦單位改邀輔大代表台灣參賽，使其成為陳以信「畢生遺憾沒能參加的比賽」[1]。台大畢業後，他至英國留學，為倫敦大學亞非學院發展研究學碩士、英國倫敦大學亞非學院經濟學博士(博士論文：The dynamics of privatisation in
China(1994‐2008):an empirical and econometric analysis.)、亞非學院台灣研究中心副研究員。
2000年，陳以信加入中國國民黨，曾擔任國民黨立委陳學聖國會助理。2004年，擔任國民黨現階段基本論述小組幕僚，負責《中央月刊》專欄。
2008年馬英九總統勝選後，2011年陳以信自英國返回台灣，進入總統府工作。2011年6月27日，因國民黨發言人蘇俊賓至台南市參選立委，陳以信接任國民黨發言人。2012年總統大選時，陳以信擔任台灣加油讚發言人之一。在馬英九勝選後，陳以信卸下職務，回到英國繼續攻讀博士，國民黨發言人一職由殷瑋接任。
2014年5月，陳以信出任國民黨文傳會副主委，並兼任新成立的國際事務部主任與黨部發言人。
2015年2月6日，接任總統府發言人。
