鄉民的本義，原是泛指住在鄉下的人，後來在香港電影《九品芝麻官》中，周星馳飾演的八府巡按包龍星，重審理戚秦氏滅門案那一場戲裡，廣東四大狀師之一方唐鏡（吳啟華飾）陪審時言道：「我同啲街坊入尼睇熱鬧架啫，不過企出咗少少，最多咪企返埋去。」（我只是跟街坊進來看熱鬧罷了，只不過是往前站了一點，我退後就是了！）原來「街坊」一詞在中文字幕中應同為「街坊」（此詞在粵語和現代標準漢語中的意思相同），但是電影中的中文字幕卻因不明原因把「街坊」寫成「鄉民」，於是一些不熟識粵語的人便誤以為電影中的對白是「鄉民」。從此以後，「鄉民」一詞便衍生了「愛湊熱鬧、跟著群眾起鬨、沒有獨立思考能力、容易受操弄」的意味。2014年太陽花學運，社運人士運用鄉民的網路特性行使街頭政治，讓鄉民和其網路文化受到主流社會關注，鄉民這個詞從原本的貶義與自嘲中，多了一層新的、可褒可貶、具爭議性的意思。
其他意思
- 亦指未讀過書的市井小民之意，平常無所事事，一見有事就湊過去看熱鬧。
粵語中的意思，為「鄉下仔（男）／妹（女）」。
台語中則稱為「庄跤人」。
使用頻率最高的地區
「鄉民」一詞在網路上源起於台灣大學BBS的批踢踢實業坊（PTT）中「網友」之俗稱，特別是指批踢踢黑特（Hate）看板之網友[1]。「鄉民」一詞一開始使用時帶有貶意，用以指稱一些不懂得判斷是非、只跟著群眾起鬨，從而暴露自身之愚蠢的網友（但該情況多以「酸民」來稱呼）。經過1、2年的發展，這個用法逐漸擴大到其他版，ptt的使用者們逐漸以「鄉民」自居，至2006-2007年時，這個用法已經非常普遍，成為ptt使用者們最重要的代稱，在ptt相關的新聞中也常出現使用。後來此稱呼亦被網友引用至其他BBS及網路論壇，但其實這用法是錯的，鄉民應該只單指ptt使用者。2011年，批踢踢實業坊發行了「鄉民認同卡」，目前在台灣多個地區都有特約商店。
