罗伯特·欧文（Robert Owen，1771年5月14日 - 1858年11月17日），英国乌托邦社会主义者與合作社制度概念的提倡者，也是一位企业家、慈善家。
欧文出身贫寒，当过学徒、店长、后来成为了一家工厂老板。他在自己的工厂中主动缩短工人的劳动时间，改善福利条件，提高工资。他曾为十岁以下的儿童开设了托儿所、幼儿园和小学，为从事生产的少年建立了夜校。
1824年欧文在美国印第安纳州买下1214公顷土地，开始新和谐移民区实验，但实验以失败告终。欧文在历史上第一次揭示了无产阶级贫困的原因，并从生产力的角度提出公有制与大生产的紧密关系。晚年还提出过共产主义主张。
最著名的著作为《新社会观》《新道德世界书》。 1823年，他以全部财产在美国印第安纳州建立了一所“新和谐村”，进行共产主义“劳动公社”的实验。但此實驗不到兩年便宣告破滅。
教育与生产劳动相结合，是欧文对人类教育理论宝库的一大贡献。他认为，要培养智育、德育、体育全面发展的一代新人，必须把教育与生产劳动结合起来。
为了普及教育，欧文主张建立教育制度，实行教育立法。欧文认为：“教育下一代是最最重大的问题”，“是每一个国家的最高利益所在”，是“世界各国政府”的“一项压倒一切的紧要任务”。为了使每一个孩子特别是劳动人民出身的孩子，从出生起就受到最好的教育，欧文主张应当立即为劳动阶级安排一种国家教育制度，"通过一项联合王国全体贫民与劳动阶级教育法案"。欧文还详细地列举了教育法案的具体条款，如教育部门的领导人选、教师培养，经费开支；教学内容、教学计划、教学方法的确定；家庭教育和社会教育等，并论证和阐述了立法的理由。
